The Housing Choice Voucher Program is a federal funded program for assisting very low-income families, the elderly and the disabled to afford decent, safe and sanitary housing in the private market.  The participant is free to choose any housing that meets the requirements of the program.

Housing choice vouchers are administered locally by public housing agencies. The agencies receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program. Participants are free to choose a unit to their liking and speak with the landlord about lease requirements. Once participants and the landlord have an agreement the HA will conduct an HQS inspection on the unit to make sure that it meets all federal housing guidelines. Once the home passes inspection and all the paperwork is signed the participant is free to move in!
